Fesole - Fuzzy Expert System for Determining the Optimal Level of Enforcement

This paper describes a Fuzzy Expert System for determining the Optimal Level of Enforcement (FESOLE) used as a decision support system to help determine the amount of enforcement needed in the field of electronic toll collection (ETC). After a brief description of the rationale for using FESOLE, the authors focus mainly on the major technical features of this model. The FESOLE approach can extract and exploit knowledge of human experts. The sometimes-vague expressions of the human users are converted into a computer model, which is very robust. This system aims to answer two basic questions: the optimal level of enforcement and the optimal split between the fixed and random enforcement system. The authors use existing projects in Germany and the Czech Republic to support their hypothesis. They conclude that a strength of the proposed model is its modularity and ease of adaptation to different scenarios.
