The Possibility to Constitute an Interoperability of EFC in the Central and Eastern Europe

This paper outlines the use of an electronic fare (toll) collection (EFC) satellite-oriented system in central and eastern Europe countries (CEEC), including the Czech Republic and Hungary. The authors decry the lack of valid European standards that could assist in the practical implementation of Global Navigation Satellite Systems and Cellular Network (GNSS/CN). They outline an interoperable hybrid system that has been proposed by a group from the Ministry of Transport, Czech Republic, that uses “de facto” standards. In this approach, context servers are plugged into the information chain which transform encrypted data flow to an open semantic form. Thus, different on-board units (OBUs) can be used in for NSS/CN, in combination with dedicated short range communication (DSRC) units. These components will work as a semantic interpreter to support different OBU´s from different suppliers.
