Evaluation of Performance Measures for Detroit Freeway CCTV Camera Upgrades

This paper reports on a study of a 3-mile section of the Interstate-94 corridor in Detroit (Michigan), before and after installation of Closed Circuit Television (CCTV) cameras. The authors utilized multiple data sources from the Michigan Information Technology Center (MITS) including; Traffic Management Center (TMC) Incidents Log, Dynamic Message Sign (DMS) Messages log files, Freeway Service Patrol (FSP) Assist Call Cards, Michigan State Police Computer Aided Dispatch (MSP CAD), and Crash Reports. Their evaluation focused on changes in measured incident duration, incident response time, incident clearance time, and the changes in quality of real time traffic information provided to motorists. The authors note that the value of the data source to the evaluation in terms of accuracy and completeness varies. For example, TMC traffic information data includes substantially all incidents blocking travel lanes and minor crashes on the shoulder, but not car assists on the shoulder. These data provide a good indication of incident duration, but the incident response time and incident clearance time are not available. FSP data provide information on incident response time and incident clearance time for incidents dispatched to FSP. MSP CAD data has accurate incident detection and dispatch times, but less accurate arrival and clearance times. The authors conclude that a nearly 18% improvement was realized in the performance measure of incident duration before and after the increased camera coverage from the CCTV camera upgrades. In addition, the amount of information about lanes blocked due to incidents displayed on the DMS increased from 9.4% to 32.2%, an improvement of 22.8% in the accuracy of traffic information.
