Establishing Traffic Incident Related Communication among the Southern States to Optimize Incident Management

This paper argues the importance of establishing traffic incident-related communication strategies among the southern United States as a way to optimize traffic and other incident management. The author stresses that, as intelligent transportation systems (ITS) advance, clear, consistent communication among agencies, jurisdictions, regions and even countries is one of the keys to getting the most out of established technology and infrastructure. Inter-jurisdictional communication is essential to the optimal management of major traffic incidents or events, such as major accidents, hurricane evacuations or hazardous materials spills, with multijurisdictional or regional impacts. The author describes the Southern Region Incident Management Information Exchange Program (STIX), which includes the states of Georgia, North Carolina, South Carolina, and Florida. The program, implemented in 2008, is designed to improve transportation regional safety, enhance traffic and incident management activities, and increase mobility by improving traffic and/or incident-related communication among the southern states through the development of a regional information-sharing program. Under STIX, Traffic Management Centers (TMCs) are informed of major incidents in the region that may impact their jurisdictions as soon as these incidents are detected. This information allows TMCs to begin planning for and managing the potential effects of an incident before their jurisdictions are effected by the incident. Preemptive actions, such as setting up proper traffic control, posting messages on Dynamic Message Signs (DMS) or informing local media, can help mitigate potential issues such as traffic jams, motorist confusion or secondary incidents. The author concludes by outlining the benefits and outcomes of the STIX program so far, noting that this approach is a significant step in changing the way key stakeholders view incident management and a boon to highway safety in the region.
