HOW MANY PARCELS?

THE REPORT OF THE SPECIAL SUB-COMMITTEE ON RIGHT OF WAY SALARIES AND RECRUITMENT PRESENTED IN WICHITA, IN DECEMBER 1966, IS DISCUSSED. THE REPORT WAS BASED UPON STATISTICAL SUMMARIES OF PRODUCTION, CAPITAL EXPENDITURES AND STAFFING OF PROFESSIONAL RIGHT OF WAY PERSONNEL IN THE FIFTY STATES. IT IS CONTENDED THAT THERE ARE TWO REASONS FOR INABILITY TO DRAW MEANINGFUL CONCLUSIONS FROM THE TABULATIONS IN THE REPORT: (1) THERE ARE NO STANDARDS IN STAFFING, AND (2) THERE IS NO BASIC UNDERSTANDING AS TO WHAT PROPERTY OR PARCEL IS. A STUDY CONDUCTED IN THE CALIFORNIA RIGHT OF WAY DEPARTMENT HAS DEVELOPED A DEFINITION OF A PARCEL WHICH GIVES A UNIFORM BASIS, STATEWIDE, FOR MEASURING WORK NORMS IN ALL PHASES OF RIGHT OF WAY ACQUISITION. THE DEFINITION IS: A PARCEL IS ALL OF THE STATE'S REQUIREMENTS FROM AN OWNERSHIP. AN OWNERSHIP IS ANY AREA OF LAND THAT MEETS ALL OF THE FOLLOWING FOUR REQUIREMENTS: (1) UNITY OF TITLE, (2) A SINGLE PERIMETER, (3) NOT SEPARATED BY A CITY STREET OR ALLEY, COUNTY ROAD OR STATE HIGHWAY (FEE OR EASEMENT), AND (4) TOTALLY WITHIN ONE RIGHT OF WAY EXPENDITURE AUTHORIZATION. IT IS PROPOSED THAT A SUB-COMMITTEE BE APPOINTED TO FORMULATE STANDARDS IN TERMINOLOGY RELATING TO PARCELS. A STATE-WIDE STANDARD OF IDENTIFYING RIGHT OF WAY REQUIREMENTS IS ESSENTIAL FOR COMPUTERIZED HANDLING OF RIGHT OF WAY PARCELS FOR PROJECT MONITORING, MEASURING WORK ACCOMPLISHMENT AND IMPROVING COMMUNICATIONS BETWEEN VARIOUS SECTIONS OF THE DIVISION OF HIGHWAYS. FURTHER DEFINITIONS ARE PRESENTED FOR SUB-PARCEL, UNDERLYING FEE, APPURTENANT RIGHTS, NON-RIGHT OF WAY PARCELS, INDIAN LANDS, CANCELLATIONS, ADDITIONS OWNERSHIP SPLIT, CONTRACT OF SALE, OWNERSHIP MERGER, TITLE COMPANY PARCELS, COMBINING PARCELS FOR APPRAISALS AND ACQUISITION, CONDEMNATION PARCELS AND DOCUMENT NUMBERING.
