STATISTICAL REQUIREMENTS AND METHODS OF LONG-RANGE ROAD PLANNING

LONG-RANGE ROAD PLANNING MUST BE PRECEDED BY THE COLLECTION OF MORE AND BETTER INFORMATION ABOUT CANADA'S ROADS AND THEIR USE. THE COMPLEX OF LONG-RANGE ROAD PLANNING CAN BE SUBDIVIDED INTO THREE BROAD CATEGORIES: (1) TRAFFIC-NEEDS STUDY, (2) ENGINEERING REPORT, WITH COST ESTIMATES FOR THE DESIRABLE CONSTRUCTION AND MAINTENANCE PROGRAM, AND (3) ECONOMIC AND FINANCIAL PLANNING. A COMPLETE CLASSIFICATION OF ROADS AND STREETS WITHIN THE PROVINCAL PLANNING AREA SHOULD BE UNDERTAKEN BEFORE THE TRAFFIC NEEDS STUDY CAN BE ACCOMPLISHED. ROAD CLASSIFICATION SHOULD BE FOLLOWED BY AN ANALYSIS OF PAST AND PRESENT TRAFFIC PATTERNS WITHIN THE PLANNING REGION. THE REQUIRED DATA ON TRAFFIC NEEDS ARE OBTAINED BY MEANS OF TRAFFIC COUNTS, ORIGIN-AND- DESTINATION SURVEYS, LOADOMETER AND SPEED STUDIES, ETC. SUFFICIENCY OR ADEQUACY RATINGS ARE THE APPROPRIATE METHOD TO SINGLE OUT THE WORST ROAD DEFICIENCIES AND ALLOT TO THEM THE HIGHEST PRIORITIES WITHIN THE IMMEDIATE, SHORT-TERM IMPROVEMENT PROGRAM. BEST POSSIBLE ESTIMATES OF FUTURE TRAFFIC VOLUMES AND PATTERNS CAN BE ESTIMATED USING POPULATION AND NATIONAL INCOME, ANTICIPATED ECONOMIC GROWTH, TRENDS IN TAXATION AND VEHICLE OWNERSHIP, TRAVEL HABITS, LOCATION OF INDUSTRY, DEVELOPMENT OF ALL FORMS OF TRANSPORT, AND OTHER RELEVANT FACTORS. THE FUTURE TRAFFIC-NEEDS STUDY YIELDS AS A BY-PRODUCT ESTIMATES OF VEHICLE REGISTRATIONS AND FUEL CONSUMPTION DATA WHICH ARE ESSENTIAL FOR ROAD-USER REVENUE CALCULATIONS TO BE UNDERTAKEN FOR ECONOMIC AND FINANCIAL PLANNING. FUTURE TRAFFIC NEEDS MUST BE TRANSLATED INTO THE ENGINEERING ANALYSIS OF PHYSICAL CONSTRUCTION, IMPROVEMENT AND MAINTENANCE NEEDS. ECONOMIC INVESTIGATION INTO FUTURE COST TRENDS MUST BE UNDERTAKEN. A COMMERCIAL CONCEPT MUST BE ADOPTED OF HIGHWAY MANAGEMENT TO PERFORM SUCCESSFUL ECONOMIC PLANNING. ALL PHASES OF ROAD FINANCE WILL HAVE TO BE CONSIDERED IN THE LIGHT OF VARIOUS COST- ALLOCATION THEORIES AND BY TAKING INTO ACCOUNT THE RELATIVE MERITS OF SUCH METHODS OF FINANCE AS PAY-AS-YOU-GO, CREDIT FINANCING, TOLL ROADS AND FEDERAL AID.
