THE QUIET REVOLUTION IN GOVERNMENT PLANNING TECHNIQUES

THE PLANNING, PROGRAMMING, AND BUDGETING (PPB) SYSTEM, WHICH WAS PUT IN EFFECT AT THE DEPARTMENT OF DEFENSE IN 1961, HAS NOW BEEN UNIVERSALLY ADOPTED BY THE GOVERNMENT. ITS PRIMARY CHARACTERISTICS ARE /1/ IDENTIFICATION OF THE FUNDAMENTAL OBJECTIVES OF THE DEPARTMENT, /2/ EXPLICIT IDENTIFICATON OF THE FUTURE YEAR IMPLICATIONS, /3/ CONSIDERATION OF ALL PERTINENT COSTS, AND /4/ THE PERFORMANCE OF SYSTEMATIC ANALYSES TO IDENTIFY OBJECTIVES, DETERMINE ALTERNATE WAYS OF CARRYING OUT THE OBJECTIVES, AND ESTIMATE THE COST IMPLICATIONS AND EXPECTED RESULTS OF EACH ALTERNATIVE. UNDER PPB THREE KINDS OF DOCUMENTS ARE PRESENTED TO THE BUREAU OF THE BUDGET AND THE PRESIDENT: THE PROGRAM MEMORANDUM TO SPELL OUT A DEPARTMENT'S OBJECTIVES FOR A FIVE-YEAR PERIOD, A MULTIYEAR PROGRAM AND FINANCIAL PLAN, AND SPECIAL STUDIES TO SPELL OUT THE ANALYTIC BASIS FOR DECISIONS ON PROGRAM CHOICES AND REJECTION OF ALTERNATIVES CONTAINED IN THE PROGRAM MEMORANDUM.
