TECHNOLOGY TOOL FOR URBAN APPLICATIONS-THE REMOTELY PILOTED BLIMP

THE REMOTELY PILOTED BLIMP (RPB) CONCEPT IS PROPOSED TO ANSWER THE URBAN CENTER'S NEED FOR FLEXIBLE, SAFE, ECONOMICAL AIRBORNE SURVEILLANCE, MEASUREMENT, AND MONITORING SYSTEMS. THREE (TRAFFIC, ENFORCEMENT, AND ENVIRONMENTAL) APPLICATIONS FOR THE RPB ARE PRESENTED. THE TOTAL RPB SYSTEM CONCEPT AND THE VARIOUS COMPONENTS, I.E., STRUCTURE, PROPULSION, AVIONICS, ETC. ARE DESCRIPTIVELY DISCUSSED. OPERATIONAL ASPECTS SUCH AS LAUNCH, COMMAND AND CONTROL, AND DOCKING IN THE URBAN ENVIRONMENT ARE CONSIDERED, AND A ROUGH ORDER OF MAGNITUDE COST COMPARISON WITH HELICOPTERS FOR A TRAFFIC SURVEILLANCE APPLICATION IS SET FORTH. THE RPB CONCEPT SEEMS TO HAVE MANY ADVANTAGES OVER ALTERNATE TECHNIQUES.
