Development Of Road Infrastructure Information - Data Collection Via CALS/EC and Location Reference

This paper focuses on two important factors to consider when developing a framework for road infrastructure information. One is smooth updating of digital road maps, and another is a location-referencing standard. The authors consider these factors in light of the Smartway Project in Japan, which was undertaken to establish a common infrastructure for the ongoing development of intelligent transport systems (ITS). They introduce a method of smooth updating of large-scale digital road maps. The updating method consists of data collection via electric delivery, and then CAD-GIS conversion. For creating reliable data, manuals of completion drawing productions are also formulated. The new data can be used to update existing road network data. The authors propose a new location-referencing standard in road network data to share various related information and to address problems of inconsistency in positional coordinates between different road networks data. The authors conclude that this new, easier standard enables various content providers to supply information to support a wide range of uses, including ITS.
