Design and Implementation of Automated Vehicle Location and Maintenance Decision Support System for the Minnesota Department Of Transportation

This paper describes the Automated Vehicle Location and Maintenance Decision Support System (AVL/MDSS) that was designed and implemented in the Minnesota Department of Transportation during calendar year 2007. The AVL/MDSS is an off-the-shelf system designed to provide vehicle location, speed, plow status, and chemical type and rate of application of snow removal vehicles. The system also provides real time recommendations to the operators regarding recommended chemical type and application rates. This system utilizes the MDSS model developed by a number of states through a pooled fund study. The goal of the system is to provide better information to operators to optimize chemical use and service level, and provide better information for supervisors and managers to enhance scheduling, dispatch and safety. The authors discuss project initiation, specifications, deployment, in-vehicle unites, the operator input device, communications, sensors, software and software support, vendor support, implementation, reporting and viewing, testing, funding, and current status. They conclude with a brief summary of the lessons learned from this process. The decision to limit operator input and provide additional tools to the operator in the form of weather radar, weather forecast, and recommended chemical type and application rate helped appreciably during the implementation phase. The MDSS model can be constantly improved if operator input is provided regarding results of their actions and the MDSS recommendations. For example, limiting or eliminating chemical application on rural systems during windy conditions is an appropriate measure recognized by operators and not yet incorporated into the model. In addition, the information from the plow and underbody sensors appears to have limited use in reporting. Additional uses of information obtained from sensors has potential in automating reporting of salt usage, recovery time, and other manual reporting systems.
