Design and Development of Intermodal Airport Access Planning Tool (IAPT)

This paper presents the design and development of the Intermodal Access Planning Tool (IAPT), including main components, their functionalities, corresponding supporting data requirements and the Graphical User Interface (GUI). IAPT provides a standard way for quantitative project evaluation at the airport level. The IAPT was created in response to the lack of standardized analysis tools available for evaluating the viability and impact of different strategies for airport level project implementation to improve intermodal access to airports. The authors note that a user-friendly graphical interface makes it easier for a user to select an airport, define projects, input data, select model parameters, choose performance parameters for comparison, run the analysis process and view the output in different ways for comparison for decision making. The motivation to improve intermodal connectivity at airports results from growing pressures to reduce the volume of highway traffic generated by airport access and egress trips and to facilitate the ability of airport travelers to use high-occupancy modes. The IAPT has been designed to analyze a set of defined project alternatives at a given airport, where each project alternative represents a specified combination of ground access modes and associated service levels.
