THE REFORMS RECOMMENDED ARISE OUT OF AN ANALYSIS OF THE INDUSTRY THAT QUESTIONS THESE ASSUMPTIONS AND PRACTICS, SINCE THEY DO NOT APPEAR TO HAVE THE CONSUMER'S INTERESTS CHIEFLY IN VIEW.
