COBA. A METHOD OF ECONOMIC APPRAISAL OF HIGHWAY SCHEMES.

THE FUNCTION OF THE COBA PROGRAM IS TO DETERMINE MORE PRECISELY THE ECONOMIC BENEFITS WHICH EACH ROAD IMPROVEMENT PROJECT IS EXPECTED TO PROVIDE. IT IS INTENDED THAT COBA WOULD BE USED IN THE PLANNING PROCESS IN TWO WAYS: (A) AT THE INITIAL DESIGN STATE, ENGINEERS WILL USE COBA AS A DEVICE TO CHOOSE THE PROJECT DESIGN PROVIDING THE BEST ECONOMIC VALUE OF ALTERNATIVE SOLUTIONS OR TO DETERMINE THE BEST PHASING THROUGH TIME OF RELATED SCHEMES IN A NETWORK. (B) AT THE PROJECT SELECTION STAGE, PROJECTS WILL BE RANKED FOR POSSIBLE INCLUSION AND PRIORITY IN THE ROAD PROGRAM. PART 1 OF THIS DOCUMENT BRIEFLY DESCRIBES THE BACKGROUND OF ECONOMIC EVALUATION IN INTER-URBAN HIGHWAY PROJECT APPRAISAL AND OF THE COBA METHODOLOGY. PART 2 GIVES A MORE DETAILED ACCOUNT OF HOW THE COBA SYSTEM WORKS, WHAT INFORMATION THE PROGRAM REQUIRES, HOW THE COMPUTER PROCESSES THE DATA FOR ECONOMIC EVALUATION AND HOW THE OUTPUT CAN BE USED IN HIGHWAY DESIGN. IN PART 3, A DESCRIPTION IS GIVEN OF THE FORMULAE, PARAMETERS AND ASSUMPTIONS USED IN COBA, AND PART 4 CONTAINS NOTES FOR THE COBA USER ON THE CODING OF DATA FOR A SPECIFIC SCHEME. IN PART 5, THE COBA METHOD IS APPLI- ED TO AN INDIVIDUAL CASE AND AN ACCOUNT GIVEN OF HOW TO MAKE USE OF THE RESULTS OBTAINED. /TRRL/
