REPORT OF THE SEVENTEENTH ROUND TABLE ON TRANSPORT ECONOMICS HELD IN PARIS ON THE FOLLOWING TOPICS: INFLUENCE OF THE EXISTING TRANSPORT INFRASTRUCTURE ON THE CHOICE OF TECHNIQUES TO PROVIDE MODERN URBAN AND SUBURBAN TRANSPORT

IN THE FIRST PART OF THE PAPER THE EXISTING TRANSPORT SCENE IS SURVEYED: EXISTING URBAN TRANSPORT SYSTEMS ARE ANALYZED WITH RESPECT TO THEIR RESISTANCE TO CHANGE AND TO THE "COST OF CHANGE" THAT WOULD INCUR FROM OVERCOMING THIS RESISTANCE. SUBSEQUENTLY, THE COST OF CHANGE IS CONFRONTED WITH THE NEED FOR CHANGE AND THE "COST OF INERTIA" THAT RESULT IF NO CHANGES IN THE TRANSPORT SYSTEM ARE INTRODUCED. IN THE SECOND PART CHOICES AND OPTIONS FOR TRANSPORTATION PLANNING ARE DISCUSSED. THE CONSTRAINTS ON THESE CHOICES ARE ANALYZED AND SOME CONCLUSIONS ARE RAWN ON THE INFLUENCE OF EXISTING TRANSPORT INFRASTRUCTURE ON THE CHOICE OF TRANSPORT OPTIONS. IN THE THIRD PART, ON THE BASIS OF THE PREVIOUS ANALYSIS, SOME RECOMMENDATIONS ARE GIVEN WITH A VIEW TO INCORPORATING THE CONCEPTS OF TIME, CHANGE AND UNCERTAINTY INTO URBAN TRANSPORTATION PLANNING MORE SUCESSFULLY /TRRL/
