ENVIRONMENTAL QUALITY

THE FOURTH ANNUAL REPORT OF THE COUNCIL ON ENVIRONMENTAL QUALITY IS DIVIDED INTO EIGHT MAIN SECTIONS. THE WORK BEGINS WITH A DESCRIPTION OF EFFORTS TO IMPROVE DOWNTOWN AREAS AND URBAN NEIGHBORHOODS. PRIOR SUCCESSES AND FAILURES ARE DISCUSSED IN ORDER TO HELP PEOPLE MAKE BETTER ENVIRONMENTAL DECISIONS. THE SECOND SECTION DISCUSSES THE CLEAN-UP OF THE WILLAMETTE RIVER IN OREGON. THE NEXT SECTION PROBES THE RELATIONSHIP BETWEEN ECONOMICS AND THE SHAPING AND IMPLEMENTING OF ENVIRONMENTAL POLICY. AFTER DESCRIBING THE THREE TYPES OF ENVIRONMENTAL COSTS - ABATEMENT COSTS, AVOIDANCE COSTS, AND TRANSACTION COSTS - IT ESTIMATES THE MAGNITUDE OF ABATEMENT COST AND ANALYZES HOW COSTS ARE DISTRIBUTED ACROSS DIFFERENT INCOME LEVELS. THE CHAPTER ALSO DISCUSSES SEVERAL ANALYTICAL PROBLEMS IN QUANTITATIVE DECISION MAKING. NEXT THE "TAKING" ISSUE'S APPLICATION TO ENVIRONMENTAL REGULATION AND CONCLUDES BY DESCRIBEING RECENT JUDICAL TRENDS. FOLLOWING THIS, THE PRIMARY AND SECONDARY OR INDIRECT EFFECTS - IN TERMS OF LAND USE, ENERGY, FEDERAL-STATE RELATIONS, AND OTHER FACTORS - OF GOVERNMENT PROGRAMS TO PROTECT THE ENVIRONMENT. THE SIXTH SECTION PRESENTS AND ASSESSMENT OF CURRENT ENVIRONMENTAL CONDITION OF AIR POLLUTION, WATER POLLUTION, LAND USE, AND POPULATION. INTERNATINAL ENVIRONMENTAL ACCOMPLISHMENTS OF 1972 ARE THEN PRESENTED IN HISTORICAL PERSPECTIVE. THE LAST SECTION DESCRIBES THE ENVIRONMENTAL MOVEMENT AS IT IS CONSITUTED TODAY - THE VARIETY OF ENVIRONMENTAL ORGANIZATIONS, THEIR INTERESTS AND ACTIVITIES, THEIR RESOURCES, AND THEIR PROBLEMS.
