MOTOR VEHICLE OPERATING COSTS

ROAD USER COSTS ARE AN IMPORTANT ELEMENT OF THE TOTAL COST OF HIGHWAY OPERATION AND ARE FREQUENTLY CRITICAL TO DECISION-MAKING IN HIGHWAY PLANNING. THIS REPORT DESCRIBES THE FRAMEWORK IN WHICH ROAD USER COSTS SHOULD BE APPLIED AND OUTLINES TWO PROCEDURES FOR ESTIMATING THESE COSTS. THE ANNUAL COST, BENEFIT-COST, PRESENT WORTH, AND RATE OF RETURN METHODS ARE DESCRIBED AND ILLUSTRATED WITH EXAMPLES. THE REPORT INCLUDES A SERIES OF NOMOGRAPHS RELATING VEHICLE OPERATING COSTS TO CHARACTERISTICS OF THE VEHICLE, TRAFFIC, AND ROADWAY ALIGNMENT. IN A SECOND APPROACH, A COMPUTER PROGRAM IS USED TO GENERATE TABLES OF VEHICLE OPERATING COSTS IN ORDER TO SIMPLIFY CALCULATIONS.
