SOME METHODS OF EVALUATING THE ENVIRONMENTAL COSTS OF TRANSPORT SYSTEMS

A COMPLETE COST-BENEFIT STUDY OF A STRANSPORT SYSTEM MUST INCLUDE THE EFFECTS OF THE SYSTEM ON ITS ENVIRONMENT, AND IT IS THEREFORE NECESSARY TO QUANTIFY ENVIRONMENTAL EFFECTS. THIS PAPER, BASED MAINLY ON WORK DONE IN THE USA ON THE NORTH EAST CORRIDORS (NEC) PROJECT, AND IN THE UK BY THE COMMISSION ON THE THIRD LONDON AIRPORT (CTLA), REVIEWS THE STATE OF THE ART OF THE EVALUATION OF ENVIRONMENTAL COSTS AND BENEFITS.
