THE RECOMMENDATIONS SET FORTH HERE ARE DESIGNED TO PROMOTE THE SAFETY OF HIGHWAY TRANSPORTATION; TO PROMOTE EFFICIENCY AND ECONOMY IN BOTH THE INTERSTATE AND INTRASTATE OPERATION OF MOTOR VEHICLES; TO ESTABLISH AND STABILIZE THE BASIS FOR REGULATION OF THE MANY RELATIONS BETWEEN THE DIMENSIONS AND WEIGHTS OF MOTOR VEHICLES, AND THE STRENGTHS AND CAPACITIES OF COMPATIBLE HIGHWAYS; AND TO PROVIDE FOR THE FUNDAMENTAL REQUISITES OF GEOMETRIC AND STRUCTURAL HIGHWAY DESIGN. THE TERMS USED IN THE RECOMMENDATIONS ARE DEFINED. SILHOUETTES OF VEHICLES IN REGULAR OPERATION ARE ILLUSTRATED. THE RECOMMENDATION CONCERNING THE WIDTH & HEIGHT OF VEHICLES STATES THAT 102 INCHES SHOULD BE THE MAXIMUM WIDTH (EXCLUDING BOTH TIRE BULGE AND APPROVED SAFETY DEVICES), AND 13 FEET 6 INCHES, THE MAXIMUM HEIGHT. THE RULES ON LENGTH VARY WITH THE TYPE OF VEHICLE. PNEUMATIC TIRES MUST NOT BE DESIGNED FOR USE WITH AN INFLATION PRESSURE EXCEEDING 95 POUNDS PER SQUARE INCH. MAXIMUM PERMISSIBLE WEIGHTS FOR SINGLE-AXLE AND TANDEM-AXLE WEIGHT ARE PRESENTED, AS ARE ALSO MAXIMUM PERMISSIBLE AXLE GROUP WEIGHTS, AND MAXIMUM PERMISSIBLE VEHICLE GROSS WEIGHT, AND WEIGHT REDUCTIONS. PERFORMANCE REQUIREMENTS OF VEHICLES ARE SET FORTH. A CONSIDERATION OF VEHICLES OPERATING BY SPECIAL PERMIT COVERS SUCH ASPECTS AS CONDITIONS FOR PERMIT, STATUTORY PROVISIONS, PERMIT ISSUANCE, AND SPECIAL PROCEDURES FOR MOVEMENT OF MOBILE AND MODULAR HOMES. THE ESTABLISHMENT OF STATE PROCEDURES FOR HIGHWAY MOVEMENTS FOR NATIONAL DEFENCE PURPOSES IS RECOMMENDED. MILITARY CERTIFICATION, JOINT POLICIES BY AASHO AND DEPARTMENT OF DEFENSE, AND PROCEDURES FOR IMPLEMENTING SUCH POLICIES ARE OUTLINED.
