INVESTMENT STRATEGIES FOR DEVELOPING AREAS: HIGHWAY COST MODEL OPERATING INSTRUCTIONS AND PROGRAM DOCUMENTATION

THIS REPORT CONTAINS THE BASIC OPERATING INSTRUCTIONS FOR THE USAGE OF THE "HIGHWAY COST MODEL" AND THE PROGRAM DOCUMENTATION FOR EACH OF THE SUBPROGRAMS. THE OPERATING INSTRUCTIONS COMPRISE THE 11 INPUT SHEETS NEEDED FOR CODING ROADWAY AND STAGING DATA, AND EXPLAIN HOW THE MODEL CAN GENERATE DIFFERENT LEVELS OF OUTPUT FOR EACH OF THE THREE PRIMARY SUBMODELS (CONSTRUCTION, MAINTENANCE, AND OPERATING). THIS REPORT ALSO CONTAINS ANNOTATED EXAMPLES OF SOME OF THE DIFFERENT LEVELS OF OUTPUT POSSIBLE. THE PROGRAM DOCUMENTATION EXPLAINS THE MACRO PROGRAM STRUCTURE OF THE ENTIRE MODEL ALONG WITH A MORE DETAILED DESCRIPTION OF THE VARIOUS SUBROUTINES OF THE MODEL. GENERALLY, THIS INCLUDES A DISCUSSION OF THE PURPOSE AND DESCRIPTION OF EACH ROUTINE. WHEN APPLICABLE, THE VARIABLES INCLUDED IN THE ROUTINE ARE DEFINED, AND A FLOW CHART OF THE PROGRAM OPERATION IS GIVEN. THE DOCUMENTATION ENABLES AN INDIVIDUAL WITH EXPERIENCE IN COMPUTER SYSTEMS AS WELL AS HIGHWAY DESIGN AND OPERATION TO DEVELOP A DETAILED UNDERSTANDING OF THE MODEL CODING AND GIVES HIM THE NECESSARY INFORMATION TO MAKE MODIFICATONS AND EXTENSIONS TO THE MODEL. /AUTHOR/
