A FEASIBILITY STUDY OF A SYSTEM FOR MONITORING THE ROAD-USER COST OF URBAN TRAFFIC CONGESTION - FINAL REPORT

DRIVER CONGESTION COSTS ARE THE DOLLAR VALUE OF LOST TIME FROM DELAY PLUS THE EXTRA COST OF OPERATING A VEHICLE AT VERY LOW SPEEDS, WITH FREQUENT ACCELERATION AND BRAKING. IF IT COULD BE MEASURED, THE EXTRA COST OF ACCIDENTS WOULD BE ANOTHER COMPONENT OF CONGESTION COST. CITY-WIDE MEASUREMENT OF CONGESTION COSTS WOULD PROVIDE A BASIS FOR COMPARING THE RELATIVE NEEDS OF VARIOUS SECTIONS AND OF VARIOUS CITIES WITHIN A STATE FOR TRANSPORTATION IMPROVEMENTS. ADDITIONALLY, TOPICS-TYPE PROJECTS REQUIRE SENSITIVE METHODS OF EVALUATION TO REVEAL BENEFITS IN THE 5--10% RANGE. IN RECENT YEARS SPEED-AND-DELAY TACHOGRAPHS HAVE PROVIDED CONTINUOUS GRAPHS OF THE SPEED OF A FLOATING CAR, AND IN 1969 ROBLEY WINFREY PUBLISHED A SET OF ROAD-USER COST TABLES APPLICABLE TO STOP-AND-GO CONDITIONS FOR BOTH CARS AND TRUCKS. IN 1970 FHWA PROGRAMMED THE WINFREY TABLES FOR COMPUTER SOLUTION. THE PROJECT REPORTED HERE UNDERTOOK TO APPLY TACHOGRAPHS AND THE WINFREY TABLES TO 13 SELECTED HIGHWAY SECTIONS IN ATLANTA WITH A TOTAL LENGTH OF 85 MILES. ONE PRODUCT OF THE TESTS WAS A SERIES OF CONTOUR MAPS THAT EXPRESS OVERALL TRAVEL SPEED IN ISOBARS. A SET OF APPENDICES PRESENTS THE SPEED, DELAY, AND COST DATA FOR A SERIES OF RUNS ON EACH OF THE 13 SECTIONS. IT IS CONCLUDED THAT THE METHOD WAS SUCCESFUL, AND RECOMMENDATIONS ARE MADE FOR THE CONDUCT OF SUCH STUDIES WITHIN A CITY AND ON A STATEWISE BASIS.
