THE COST OF NOISE

IN CONNECTION WITH SITING OF THE THIRD LONDON AIRPORT A VARIETY OF STUDIES HAS BEEN UNDERTAKEN INTO THE NOISE EXPOSURE OF PERSONS LIVING ALONG THE FLIGHT PATHS ASSOCIATED WITH EACH LOCATION. THE PRESENT STUDY DEALS WITH A PARTICULAR KIND OF NOISE-INDUCED COST, DEFINED AS "THE AMOUNT OF MONEY A PERSON WOULD HAVE TO BE GIVEN, UPON THE IMPOSITION OF A NOISE NUISANCE ALONE, IF HE WERE, IN HIS OWN ESTIMATION, TO BE AS WELL OFF AFTER AS BEFORE THE NUISANCE AROSE." THESE COSTS ARE RELATED TO THREE VALUES ON THE NOISE AND NUMBER INDEX (INNI), SEPARATED BY INTERVALS OF 5 NNI. THE COSTS EXAMINED ARE ENDURANCE, DISLOCATION, MOVING, DECLINE IN PROPERTY VALUE, AND COMBINATIONS OF THESE. TOTAL COSTS ARE GIVEN FOR EACH OF THE THREE NNI INTERVALS. THE MINIMUMS RANGE FROM 1500 TO 2500 BRITISH POUNDS. AN APPENDIX DEALS WITH A BEHAVIORAL APPROACH TO DETERMINATION OF THE MONEY VALUE OF NTANGIBLES. THE APPROACH CONSIDERS DISCRIMINATING BETWEEN STATED AND ACTUAL RESPONSES AND BETWEEN THE EFFECT OF ONE VARIABLE AMONG MANY.
