Highway 1 between Turku and Lohjanharju has been upgraded to a motorway in different phases over a 10-year time period. In this report, the impacts of the completed motorway sections and the Muurla-Lohja road section, which is under construction, are evaluated on transport and the development of the Turku, Salo and Lohja regions. The material used consists of public statistics and registers. Observed and anticipated impacts have been examined through an extensive interview study directed to municipalities and companies along the road. Improvements in driving comfort, safety and the level of service of traffic as a result of new motorway sections have promoted the mobility of all mover groups. Traffic volumes on completed motorway sections have increased more than the average national growth and traffic safety has significantly improved. Regarding transport economy, the studied motorway sections provide greater benefits than expected, and the road projects are more feasible than it was estimated by benefit-cost calculations. Construction costs on the implemented road sections have met the budget or come in under the budget. The implementation of motorway sections is significant for long-distance commuting to regional centres. Especially, the increase in commuter flows from Turku-Salo -axis to the direction of Salo has been greater than the overall development in the region. Positive net migration has either increased or net migration has turned from negative to positive in municipalities along the motorway. Mostly due to positive net migration, the implementation of motorway sections has contributed to higher population growth in these municipalities as compared to overall development. A two-way development in the number of offices and workplaces can clearly been seen in the impact area of the road. New companies have been established in municipalities and especially in regional centres (Salo and Lohja), which have good accessibility along the road. This development has not occurred in more peripheral municipalities. Due to increased commuter flows, employment effects are more significant and not only limited to regional centres, and thus contribute to more balanced regional development. The immediate vicinity and interchanges of the road have not yet largely attracted companies by location, but the demand has focused on interchange areas. Migration of population and companies to municipalities along the road creates pressure on municipal economy as a result of growing demand of services and municipal engineering. Gradual increase in tax revenues will occur in the long run. Transport operations of companies have improved on completed motorway sections. The Muurla-Lohja section, which is under construction, will shorten travel times and have a positive effect also on the punctuality and costs of transport. Motorway connections also extend the supply area of services and improve networking opportunities. New interaction is expected in the form of mobility of labour and cooperation between companies especially along Salo-Lohja -axis. From the viewpoint of transport and mobility, the completion of the entire Helsinki-Turku motorway connection is more important to production activities than the completion of single motorway sections. Helsinki-Turku motorway promotes the efficiency of logistic chains and provides more options to the use of ports and routes in foreign trade. The motorway connection also improves the competitiveness of the transit traffic route through Finland and strengthens the international role of the road.
