Assessing social and distributional impacts in transport scheme appraisaland evaluation - interim report

This interim report outlines the findings of the second stage of a research study exploring how to better take account of the social and distributional impacts (SDIs) of transport schemes within the appraisal and evaluation processes. Nine case studies transport schemes were involved in the research, reflecting a range of transport modes, locations, local authority types and scheme sponsors. The implications of the findings are considered.Appraisal tended to be seen in terms of a formal funding process, runningparallel to an internal planning process; few of the schemes followed a linear progression through the appraisal process stages; and a range of additional factors acted as barriers or supports to the appraisal process. Looking at the SDIs, the understanding of what constitutes social impacts varied from narrow definitions based on accessibility through to broader issues encompassing quality of life. Implications of the research included addressing issues relating to effective use of resources, impact of perceptions, identification and measurement techniques; interpretation of results;and consideration of further research to explore the potential for establishing a scheme typology for prioritising SDI inclusion.
