A THREE STEP PROCEDURE WAS USED: (1) THE ANALYSIS OF REGIONAL TRACK STRIPS AND LAND USE IDENTIFIED MAJOR TERMINAL AREAS, (2) QUESTIONNAIRES WERE USED TO DETERMINE INDUSTRY CHARACTERISTICS OF TERMINAL OPERATORS, AND (3) PERSONAL INTERVIEWS WERE CONDUCTED WITH SELECTED REPRESENTATIVES OF THE GOODS TERMINAL INDUSTRY.
