THE POTENTIAL BENEFITS OF RAILWAY FACILITY CONSOLIDATION

THIS REPORT IS ONE OF A SERIES ON THE TOPIC OF FREIGHT TRANSPORTATION IN THE CHICAGO METROPOLITAN AREA. THE PURPOSE OF THESE REPORTS IS TO STIMULATE INDUSTRY AND GOVERNMENT TOWARDS THE DEVELOPMENT OF LONG-RANGE PLANNING. THE CATS STAFF IS PRESENTLY ANALYZING COMMODITY MOVEMENT WITHIN THE CHICAGO REGION. ONE SPECIFIC AREA OF CONCERN HAS BEEN THE CORPORATE AND COMMUNITY STAKE IN PLANNING FOR TRANSPORTATION LAND REQUIREMENTS. THIS PAPER FOCUSES ON THE POTENTIAL BENEFITS TO BE DERIVED FROM COOPERATIVE INTERCOMPANY EVALUATION OF FACILITIES REQUIRED FOR THE EFFICIENT MOVEMENT OF COMMODITIES BY RAIL. THERE IS AN EVALUATION OF THE POTENTIAL ECONOMIC VALUE OF PROPERTY WHEN THE USE IS CHANGED FROM A TRANSPORTATION FUNCTION TO A NON-TRANSPORTATION FUNCTION.
