PAVEMENT INVESTMENT DECISION MAKING AND MANAGEMENT SYSTEM

COST COMPARISONS OF ALTERNATIVE FLEXIBLE PAVEMENT DESIGN AND MAINTENANCE STRATEGIES ARE MADE ON THE BASIS OF THE PRESENT VALUE OF THE TOTAL COSTS (INCLUDING MAINTENANCE, ENGINEERING, ADMINISTRATIVE, AND TRAFFIC DELAY COSTS GENERATED BY SUBSEQUENT RESURFACING AND MAINTENANCE OPERATIONS). THE COSTS OF EACH OF THE ALTERNATIVE DESIGN MODELS ARE CALCULATED, USING A RANGE OF PROBABLE INITIAL AND RESURFACING LIVES. THE CALCULATIONS AND A GRAPHICAL DISPLAY OF THE COMPUTATIONS ARE ACCOMPLISHED BY USE OF A COMPUTER, AND THIS INFORMATION IS USED, TOGETHER WITH OTHER CONSIDERATIONS, TO REACH A DECISION ON THE DESIGN STRATEGY AND ON THE INITIAL PAVEMENT TO BE CONSTRUCTED. MANAGEMENT DECISIONS BASED ON THE PRESENT DESIGN MODELS MUST BE SUBSEQUENTLY REVIEWED TO ENSURE THEIR VALIDITY, PARTICULARLY IN VIEW OF THE RELATIVELY IMPERFECT STATE-OF-THE-ART OF PAVEMENT DESIGN. MONITORING OF PRESENT PERFORMANCE RATINGS, PAVEMENT DEFLECTION AND SKID RESISTANCE VALUES, COSTS OF MAINTENANCE, TRAFFIC LOADING, AND OTHER DATA IS PROPOSED IN ORDER TO PROVIDE THE NECESSARY FEEDBACK INFORMATION BY WHICH ADJUSTMENTS AND CORRECTION OF THE DESIGN MODELS CAN BE MADE. THIS APPROACH OFFERS A MEANS OF RATIONALIZING FLEXIBLE PAVEMENT DESIGN POLICIES, AND A FRAMEWORK ON WHICH EFFECTIVE LONGTERM PLANNING AND PROGRAMMING CAN BE BASED. /RATAOC/
