INTRODUCING PATRON OPINION INTO RESOURCE ALLOCATION FOR PUBLIC TRANSPORTATION

CURRENT METHODS OF ALLOCATING FUNDS FOR THE MAINTENANCE AND IMPROVEMENT OF PUBLIC TRANSPORTATION FACILITIES HAVE USUALLY EVOLVED IN AN UNSCIENTIFIC, ALMOST HAPHAZARD, FASHION. A RESOURCE-ALLOCATION INDEX IS DEVELOPED FOR THE PUIRPOSE OF FAIRLY APPORTIONING FUNDS FOR THE IMPROVEMENT OF THE COMFORT-AMENITIES IN A MASS TRANSIT SYSTEM. THE ALLOCATION INDEX IS BASED UPON USER OPINION AND DESIRE, AS MODIFIED BY CURRENT AMBIENT CONDITIONS AT PARTICULAR STATIONS OF THE SYSTEM, AND FURTHER MODIFIED BY CONSIDERATIONS OF COST-EFFECTIVENESS. AN EXAMPLE IS PRESENTED, BASED UPON AN ACTUAL SURVEY OF USER PREFERENCE AND ASSUMED VALUES OF OTHER VARIABLES. (AUTHOR)
