PLANNING COUNTY ROAD SYSTEMS

A DETAILED DISCUSSION IS PROVIDED ON THE SUCCESSFUL PLANNING OF COUNTY ROADS WHICH INVOLVES A CONCERN WITH SOCIAL AND ECONOMIC ASPECTS AS MUCH AS WITH PHYSICAL PROBLEMS. IT IS POINTED OUT THAT HIGHWAY FACILITIES SHOULD BE PROVIDED WHICH FIT INTO A COMMUNITY PLAN. HIGHWAY FEATURES SUCH AS CAPACITY, LOCATION AND DESIGN SHOULD BE DETERMINED WITH REGARD TO PRESENT AND EXPECTED NEEDS AND GROWTH OF THE COUNTY. DESIGN STANDARDS ARE DISCUSSED FOR ARTERIAL HIGHWAYS, COLLECTOR ROADS AND STREETS, LOCAL ROADS AND STREETS, AND ALLEYS. THE INFORMATION PRESENTED ON LAND SUBDIVISION REGULATIONS SHOULD PROVE USEFUL IN THE PREPARATION AND ADOPTION OF SUCH REGULATIONS, AS WELL AS ASSIST IN UPGRADING EXISTING SUBDIVISION REGULATIONS. TO AID THOSE COUNTIES NOT WISHING TO INITIATE OR IMPROVE THEIR PRESENT POLICIES, INFORMATION IS PROVIDED ON THE WAYS UTILITIES MAY BE PLACED AND PERMITS PROVIDED. A DISCUSSION IS ALSO INCLUDED ON THE DEVELOPMENT OF SOUND, LONG RANGE PLANS FOR DISPOSING OF SURFACE WATERS IN NEW AREAS WHERE SUBDIVISIONS ARE LIKELY OR ARE PROJECTED.
