CITIZEN PARTICIPATION IN REGIONAL TRANSPORTATION PLANNING

THIS PROJECT WAS UNDERTAKEN TO DEVELOP THE ASPECTS REQUIRED TO EXPAND THE REGIONAL PLANNING COMMISSION FOR JEFFERSON, ORLEANS AND ST. BERNARD PARISHES, LOUISIANA'S REGIONAL PLANNING PROCESS. THE WORK UNDERTAKEN WAS DIVIDED INTO TWO AREAS. THE FIRST AREA INVOLVED DEVELOPMENT OF A BROAD REPRESENTATIVE COMMUNITY INVOLVEMENT ORGANIZATION TO ASSIST IN THE DEVELOPMENT OF REASONABLE ALTERNATIVE PROPOSALS TO GIVEN REGIONAL PROBLEMS. THE SECOND WORK ACTIVITY ATTEMPTED WAS THE DEVELOPMENT OF A COMPUTERIZED TRANSPORTATION MODEL TO SIMULATE CORRIDOR TRAFFIC FLOWS ON A REGIONAL LEVEL. BOTH OF THESE WORK ELEMENTS WERE THOUGHT NECESSARY IN ORDER TO PROVIDE TO THE VARIOUS GROUPS EXISTING WITHIN THE METROPOLITAN NEW ORLEANS AREA AN OPPORTUNITY TO TECHNICAL EXPERTISE AND FACTS IN THEIR DEVELOPMENT OF ALTERNATIVE SOLUTIONS TO PLANNING PROPOSALS IN CONTENTION. THIS PROGRAM IS THOUGHT TO BE THE FIRST IN THE NATION ON A BROAD SCALE AND MAY WELL SET A PRECEDENT FOR DEVELOPING MEANINGFUL COMMUNITY INVOLVEMENT IN THE REGIONAL PLANNING PROCESS. /USDOT/
