THE OVERALL SCOPE AND CONTEXT OF THE SERIES OF NATIONAL HIGHWAY NEEDS REPORTS REQUIRED BY SENATE JOINT RESOLUTION 81 IS DISCUSSED IN THE PREFACE TO THIS MANUAL. THE MANUAL HAS BEEN PREPARED TO GUIDE BUREAU OF PUBLIC ROADS FIELD OFFICES, THE STATES, AND LOCAL GOVERNMENTS IN PREPARING ESTIMATES OF NEEDS ON CONSISTENTLY DEFINED FUNCTIONAL SYSTEMS USING UNIFORM PROCEDURES. IT IS THE INTENT OF THESE INSTRUCTIONS TO ACHIEVE CONSISTENCY IN ESTIMATES BETWEEN STATES AND REGIONS SO THAT COMPARISON OF NEEDS AS THEY MIGHT AFFECT FISCAL CONSIDERATIONS MAY BE MADE. /NTIS/
