THE REPORT PRESENTS THE MAJOR STUDY ELEMENTS OF WORK TO BE UNDERTAKEN IN A MIDDLE GEORGIA REGIONAL HIGHWAY STUDY. IT SETS FORTH THE OBJECTIVES AND EVALUATION CRITERIA TOGETHER WITH SPECIFIC STUDY PROCEDURES. THE ANALYSIS PHASE DESCRIBES A BASIC APPROACH TO HIGHWAY NEEDS EVALUATION.
