CITIZEN PARTICIPATION IN PUBLIC HEARINGS IN VIRGINIA

THIS REPORT IS BASED ON DATA GATHERED AT 25 PUBLIC HEARINGS HELD IN VIRGINIA DURING THE PERIOD MAY 26-JULY 15, 1970. RESPONSES TO A SELF-ADMINISTERED QUESTIONNAIRE WERE OBTAINED FROM 978 OF THE 1,170 PERSONS WHO ATTENDED THE HEARINGS. OF THOSE WHO RESPONDED, TWO-THIRDS WERE BETWEEN THE AGES OF 35 TO 64, TWO-THIRDS WERE MALE, AND THE SAME PROPORTION HAD AN ANNUAL FAMILY INCOME OF OVER $10,000. ABOUT 90 PERCENT OF THE ATTENDEES WERE HOMEOWNERS WHO LIVED IN OR NEAR THE PROJECT AREAS; 50 PERCENT WERE COLLEGE GRADUATES; AND, OF THOSE EMPLOYED, ABOUT 80 PERCENT WERE IN THE WHITE-COLLAR-PROFESSIONAL- MANAGERIAL CATEGORY. THE BASIC PHYSICAL ASPECTS OF THE HIGHWAY AS A STRUCTURE AND AS A CONSUMER OF LAND APPEARED TO HAVE GENERATED MORE CITIZEN CONCERN. RECOMMENDATIONS DIRECTED AT IMPROVING THE HEARING PROCESS INCLUDED: (1) THE ESTABLISHMENT OF A HEARING UNIT IN THE CENTRAL OFFICE OF THE HIGHWAY DEPARTMENT; (2) THE EXPENDITURE OF ADDITIONAL EFFORT ON THE PART OF THE HIGHWAY DEPARTMENT TO ENSURE CITIZEN PARTICIPATION AND FEEDBACK THROUGH EXTENSIVE DISSEMINATION OF INFORMATION (AND DISCUSSION OF THE ISSUES AND PROBLEMS) PRIOR TO, DURING, AND AFTER THE HEARINGS; AND (3) DISCRETE USE OF TAPE RECORDERS, MICROPHONES, MAPS, PROJECTORS AND OTHER AIDS WHICH WILL HELP RATHER THAN HINDER OR CONFUSE THE PARTICIPANTS. /FHWA/
