A technology for controlling, measuring and designing against road rutting due to deformation has been developed in this study. It allows contractors and material suppliers to deal with deformation as a part of performance based procurement practice. This study belongs to the development process of procurement practice of the Finnish Road Administration. The focus of this study has been both in developing measurement methods and measuring apparatus for determining the deformation in various layers of a road structure and developing a tool for calculation of deformation in various layers together with the total deformation. Mainly unbound materials and layers were dealt with but the procedure and calculation tool is open for all materials. Three separate investigations were a part of this study. The first one dealt with deformation measuring methods, while the second one measured the effect of temperature on the deformation of asphalt pavements. The third study developed a calculation method for deformation estimation in the structural design phase. During the measurement methodology phase the methods were built up, tested and described. One site, Soini in Western Finland, was instrumented and measured during the project. The methods developed are suitable for new construction and for places where layer material is produced with a central mixer. In the current form they are not suitable for structures where in situ stabilisation takes place. In the second task the total deformation of different pairs of pavement base course of Keha III were measured during summer 2002 to study the effect of hot days. The measured deformations were found to comply with the expectations, although the stiffer structures were not deforming. In the third phase a general framework and a prototype tool were developed for deformation estimation of road structure. The variables affecting deformation were described, tests were done with typical road structure materials,and simplified models for various materials and a calculation tool were developed. The calculation tool is open to later enlargements of both material selection and solution method. The end users, contractors and consultants, are able to produce their own material models for the calculation process.
