Singapore Kallang-Paya Lebar Expressway (KPE) phase 1: a tunnel congestion management strategy derived using VISSIM

Maunsell was commissioned by the Singapore Land Transport Authority (LTA) to undertake a study to develop a safe and effective Congestion Management Strategy (CMS) for the Kallang / Paya Lebar Expressway (KPE), with particular focus on ensuring that traffic within the tunnel sections of the new expressway flows as freely as possible and the risk of slow moving or stationary traffic on underground sections of the new expressway was minimised. Central to development of the congestion management strategy was the use of a large-scale VISSIM traffic micro-simulation model of the yet-to-open infrastructure, calibrated against EMME/2 strategic model traffic demand forecast levels. The VISSIM model was used to visualise both tunnel and the associated surface road network operations together in 2 and 3- dimensions, thereby facilitating assessment of the ability of any identified network alternatives to better accommodate forecast EMME/2 traffic demands.
