HAZARDOUS MATERIALS TRANSPORTATION: A REVIEW AND ANALYSIS OF THE DEPARTMENT OF TRANSPORTATION'S REGULATORY PROGRAM

This study examines the activities, regulations, regulatory procedures, and structure of the DOT's program concerning the transportation of hazardous materials. Special attention is focused on the Materials Transportation Bureau, since this organization has been the focal point of the Department's efforts. This study presents: (1) A review of the primary legislative basis for DOT responsibilities in hazardous materials transportation; (2) A discussion of the Materials Transportation Bureau and how its responsibilities are implemented; (3) An outline and analysis of problems, areas of concern, and issues associated with the Federal Government's responsibility relating to hazardous materials transportation; and (4) A suggested range of legislative options aimed at improving the Federal Government's activities in the transportation of hazardous materials.
