A Practical Approach to Deriving Emissions Factors for China Based on Limited Emissions Data Source

Given its phenomenal growth in motor vehicle ownership in recent years, China is facing a great challenge to reduce vehicle emissions. While accurate quantification of vehicle emissions is crucial in developing any effective emission reduction strategies, it has been very difficult in China so far due to the absence of its own emission model. Further, China has not established sufficiently available data for developing such a model. Alternatively, practitioners in China have always adopted MOBILE and/or other available emission models for application purposes, which are expected to incur substantial errors. The research in this paper is intended to propose a practical approach to deriving emission factors for China with limited data source. In this effort, the accuracy of the emission factors is to be improved by maximizing the use of MOBILE emission factor model, as well as the local emission data collected from the real roads using the Portable Emission Measurement System (PEMS). MOBILE6 is used as the base module whose input parameters are first adjusted based on the local conditions. The emission data collected in the real-world are then used to develop an integrated approach to adjust the emission factors generated from MOBILE6. This approach is not the ultimate solution in terms of accuracy, but brings considerable improvement to the existing practices, and provides a practical short-term solution to meeting the increased need of emission estimation before a comprehensive emission model is fully developed. The proposed approach is finally applied to a case study for Beijing, China.
