Working Toward Mobility with Handicapped and Elderly Persons

This paper will present a case study of citizen participation in the transportation planning process. The paper is written from the perspective of a transportation planner who is responsible for technical assistance and liaison between transportation handicapped individuals and their advocacy groups in metropolitan Boston, Massachusetts. The purpose of the paper is to analyze the potential for substantive participation by consumers and other interested persons, the actual course of the planning process and its relation to what is produced. The focus of the paper is on the development of a Transition Plan by the regional transit authority, the Massachusetts Bay Transportation Authority (MBTA). The plan is part of a requirement by the United Stated Department of Transportation (USDOT) to implement Section 504 of the Rehabilitation Act of 1973.
