Safety belts have natural and technical limitations as regards their protective effect. Under certain circumstances dangerous injuries can be suffered, even when safety belts are used. At high speeds and under certain accident conditions there is a risk of fatality for the user of safety belts. This paper deals with investigations which were carried out on the basis of questionnaires on accidents involving injured users of safety belts. Four groups are distinguished as regards the probable effect of the safety belt: reduction in injuries due to the wearing of the belt; injuries in spite of the belt, which would also have been expected if the belt had not been worn; injuries resulting from the belt in cases where more serious injury was avoided, and injuries as a result of the belt which would not have been expected if a belt had not been worn. For the fourth group 0.7% is being quoted, which corresponds to 1500 cases of negative belt action per year in the German Federal Republic. In contrast, there are in the Federal Republic about 5000 cases per year where fatal injuries were prevented and a 70 percent decrease in the risk of injury. /TRRL/
