The purpose of this chapter is to consider a systematic approach for the management of pavement maintenance incorporating all the processes involved in the formulation of pavement maintenance programmes and the application of those processes in a manner which recognises their interrelationship and optimises their potential contribution to economically effective decision making. The system discussed uses available techniques and processes, and its implementation provides an efficient and effective use of the available funds arising from objective and consistent selection of road sections for treatment, improved use of materials, and the optimisation of the choice of treatment in terms of cost, resources, social impact, etc. The result is that the engineer can manage a highway network with some assurance that priorities for treatment are in the right order and that the right materials are put down in the right place at the right time /Author/TRRL/
