LATENT DANGERS FOR PEDESTRIANS AT TRAFFIC LIGHTS

In a research project investigations were carried out to establish whether there are relations between pedestrian accidents, signal light program and signal light sequence at crossings with traffic lights. This led to the identification and interpretation of "latent dangers". Latent dangers for the pedestrian can be contained in signal programs at light controlled crossings when assumptions are made based on guidelines or experience for safeguarding the hostile stream of vehicles and of pedestrians. The assumptions in these calculations however - for certain constructional circumstances - lead to signal times which only inadequately consider the actual behaviour of pedestrians. Latent dangers would not occur if vehicle drivers and pedestrians always behaved correctly or in accordance with the assumptions used in the calculations. As this behaviour is not always exhibited, the latent dangers contained in the signal program can be the cause of accidents. Altogether, it was possible to analyze eleven different latent dangers. Of a total of 644 pedestrian accidents which occurred during 1973 and 1974 at twenty accident-prone light controlled crossings of a city, 80% could be ascribed to the presence of latent dangers. It could be shown particularly, that significant latent dangers occur most of all where there are tram or bus stops situated in the middle, light controlled crossings with central reservations, leading left-turning streams of traffic across several conflicting areas with pedestrians free to cross, long cycle times and related long waiting periods for pedestrians, as well as crossings which are complicated and difficult to see. /TRRL/
