After the Report Card: Traffic Signal Program Reviews Lead to Effective Operations

The 2005 and 2007 National Transportation Operations Coalition Traffic Signal Report Cards raised awareness about the need for additional investment in traffic signal operations and indicated the need for a process to improve the policies and practices that guide traffic signal management, operations and maintenance. Following the release of the Report Cards, many responding jurisdictions enlisted the help of the Federal Highway Administration Resource Center and peer panels to assess current practices. Traffic signal program reviews identify program strengths and opportunities for improvement. Program reviews can be used in an internal informal setting or can serve as the basis for a regional assessment of traffic signal operations. A Traffic Signal Audit Guide was developed as a companion to the 2007 Report Card to facilitate this review process.
