USING MERCHANT SHIPS TO AUGMENT UNDERWAY REPLENISHMENT

The U.S. Navy has a sophisticated, high performance underway replenishment system intended to provide worldwide logistics support for naval operations. However, sustaining high tempo combat operations may be limited to relatively short distances from U.S. controlled bases because of the small number of U.S. Underway Replenishment Ships. As an alternative to building more Underway Replenishment Ships to meet this shortfall, this paper proposes outfitting small Merchant Tankers with "MECCANO" decks to carry commercial containers topside. These Tankers can then carry the needed fuel, ammunition and stores out to Task Groups. Navy Underway Replenishment Ships operating with the Task Group would use their own gear and personnel to transfer cargo underway from the Tankers.
