The European and Asian Experience of Implementing Congestion Charging: Its Applicability to the United States
This chapter considers the factors that have been key to the successful implementation of congestion charging in the relatively few schemes that exist in Europe and Asia, developing, in effect, a conceptual framework for implementation. The chapter will then look at a few U.S. metropolitan areas, specifically those that applied for funding to the Federal Highway Administration’s (FHWA’s) Value Pricing Initiative. Conditions in these areas are compared with the conceptual framework to assess the likelihood of successful implementation and to suggest recommendations.
