Inter-Urban Road Goods Vehicle Pricing in Europe

This chapter critically examined the proposed revisions to the Eurovignette Directive and the systems of heavy goods vehicle (HGV) charging in Switzerland, Austria and Germany. The chapter examines the European Commission’s policy on pricing for inter-urban freight traffic. The analysis focuses on competition with the rail and on how to avoid discriminatory pricing policies between one country and another. The principle marginal social cost pricing is supported, although its application to both road and rail is subject to political constraints. The directive on inter-urban road goods vehicle charging links tolls to equating average revenue and average infrastructure costs, but with variations in differentials in environmental, accident and congestion costs.
