Tunnel Mission

In the absence of any alternative routes, Traffic-Wales has to allow the carriage of hazardous goods in the three road tunnels on the A55 in north Wales. A Major Incident Plan exists for each tunnel. Because a relatively minor road traffic collision could escalate into a major incident, emergency exercises are carried out regularly. An exercise is planned 6-12 months in advance by the North Wales Tunnel Design and Safety Consultancy Group. A location, date and exercise type will be agreed, such as testing inter-agency co-ordination, emergency services' familiarity of tunnel systems or a test of agreed procedures. The exercise must fit in with the participants' operational requirements and is normally planned to coincide with a routine tunnel maintenance closure to minimise disruption, cost and traffic management requirements. It is devised as a storyboard which illustrates on-set, stage management and direction requirements. During the implementation phase, pre-briefs are held, the director and core members mould the exercise, observers monitor and report on the event then feedback is delivered. The closedown phase includes a de-brief, a formal report, an action plan covering procedural and practical issues, and the identification and rectification of gaps in emergency staff's specialist knowledge.
