PANEL DISCUSSION OF THE CONFERENCE SESSION AT THE 57TH ANNUAL TRB MEETING

It is felt that a reason for the lack of public support for pricing schemes in Madison and Berkeley was a confusion of planning with implementation. Citizen participation is an integral part of the planning process, not a public relations tool to sell a preconceived plan. The pricing schemes were imposed from above, rather than growing out of the citizen participation activities.
