Effects of a Kilometre Charge on Car Use, Car Ownership and Relocation

This chapter summarizes the most important findings from an empirical survey among car owners in the Netherlands with the aim of investigating behavioral responses to different types of kilometer charge. Three different types of responses are discussed: (1) a number of short-term responses; (2) car ownership responses; and (3) spatial responses. The authors emphasize that the aim of this chapter is to provide a general overview of the behavioral responses that were found. The second section of the chapter discusses the survey and presents the short-term responses to various road-pricing measures. The third section focuses on car ownership effects. The fourth section continues with the relocation effects and the fifth section supplies a conclusion..
