The article notes that unsafe bridges menace urban centers as well as the rural countryside. Besides endangering lives, out moded bridges cause other problems such as traffic bottle necks, increased energy consumption, air pollution, and discomfort. The reason for the deplorable state of bridges are: old age; heavy usage; severe weather conditions; and financial malnutrition. The underfunding of the repair and replacement programs for bridges is identified as the main cause of the crisis. In November 1978 a bill was signed which increased federal funds in the bridge replacement program to slightly more than $4 billion for the next four years. The legislation provides for the first time that some funds would go to county, city and state bridges not on the federal aid highway system. This new law is hailed as an achievement although, it is noted, it falls far short of what is needed.
