ENVIRONMENT AND ENERGY USE IN URBAN AREAS

The report has been prepared as part of an overall study on energy related environmental issues and follows the earlier OECD report on "energy production and environment." The report is intended to be of interest to those involved in developing environmental and energy policies at local, state and central government levels. The following sections cover the experience on energy use and its environmental impact in a number of OECD countreis: (1) changes in energy use and environmental improvements - the political experience, (2) short-run energy measures, long-term energy plans and the environment, (3) energy pricing and environmental costs, (4) energy/environment management in a national/regional framework, (5) land use policies and energy consumption, and, (6) environmental improvements and district heating. Recommendations having general applicability for all OECD countries are directed towards the combined solution of energy/environmental problems through improved efficiency in energy use in the household/commercial sector. /TRRL/
