SOME ASPECTS OF A SCRAP-AND-BUILD SCHEME

Past scrap-and-build schemes in Germany, Japan and the United Kingdom during the 1930's are briefly reviewed. A scrap-and-build scheme has a dual objective: to improve the situation for the shipbuilders and for the shipping industry. An analysis of the present situation is performed, and it is concluded that if a scrap-and-build scheme is to have any impact of the freight rates, the scrapping candidates have to come from the employed fleet and/or the most efficient unemployed/laid-up fleet.
